Not in this case, apparently; they went inside to collect some evidence before they "made the device safe", allowing it to be towed away.

We had RAF bomb dispsal come to Harwell when we accidentally created a load of SIlver Nitrate (or Nitrite) in a glove box bordering a store containing plut. (We evacuated the local schools, as if it'd make a difference.) Heh! We made a viable dirty bomb.

Anyway, they turned up, set up equipment for slowly adding... umm, Nitric Acid(?) and made everything good.
