I've written such notes for neighbours in the past and have worded them very carefully so that they could not be mistaken for party invites. "Some of my friends are visiting on ... at ..., please let me know if we make too much noise - thanks"
I usually say that the neighbour should 'pop in for a drink' if they like, and leave it at that. Obviously if it's a particularly dodgy party that's not appropriate, though. And it has backfired - once in Cambridge a very drunken Glaswegian nextdoor neighbour (who we suspected of beating his wife and possibly his daughters) did come round and proceeded to be a complete arse and leer at all the women in a very nasty fashion.
In my experience it's very rare to get taken up on the offer - or if they do they genuinely will just stay for one drink (and normally bring a bottle of wine round too, so bonus extra boozes!)
My next door neighbors can come to any party of mine they like (well, except the all-girls one I had once, to which I invited Helen but not the three blokes, obviously!) because they're ace (and convenient, in the case of one of them, of course!) My upstairs neighbors are no longer people I care about enough to give a fuck whether or not I annoy them, also obviously...
